Q-Links: Notions
This site misses our criteria by a mile, but full of content.  If new to quilting, a worthwhile read.
Quilters can choose from a large array of hand sewing needles, and each type of needle is designd with unique characteristics that help it accomplish a specific task. But although needles are commonly associated with a certain technique, you might find that choosing one needle (over another) has advantages for your own particular style of sewing

A good rundown on the basic tools needed by every quilter with photos.
Every sewer needs a few more tools besides their
sewing machine <http://www.omgheart.com/?p=10>! Oddly enough, the hardest part about sewing is the preparation. The most basic sewing tools are for measuring and cutting which need to be done with precision. Getting the steps right leading up to the actual sewing part are essential for having your project be a success.

This is another site that misses our criteria, however,  although very commercial the tools needed by the quilter are all there.
We carry a wide variety of quilt tools and quilt supplies including magnifiers, lights, quilt rulers, quilt templates, scissors, rotary cutters and more. If you are in need of quilting supplies and quilt tools, be sure to browse our site!

At this point we have only one site which meets our criteria and two that do not.  This category seems to be a very difficult one to find
non- commercial sites which seek to teach rather than to sell.  Will keep looking.
